The Tamil Nadu Open University was established by an Act (No.27 of 2002) of the Legislative Assembly of the Government of Tamil Nadu. Tamil Nadu Open University was established with the aim to benefit those who have been deprived of and/or denied the access to higher education especially destitute, physically challenged, working men and women, economically weaker sections of the society, and those who discontinued education for various reasons, etc. It aims to reach the hitherto unreached.

The University offers many programmes in various disciplines. Given the geographical extent, population and actual need of Tamil Nadu, the setting up of Tamil Nadu Open University by the Government of Tamil Nadu is a huge step for the betterment of the state. This step of the Government of Tamil Nadu shall prove a boon for women, physically challenged, rural poor and marginalized sections of the society. TNOU is committed to support this cause academically as well as financially. In a short period of time, Tamil Nadu Open University has done a remarkable work.

The growth of the University during the past 15 years has been outstanding. With a cumulative growing student strength of 529,263 in 113 programs of study across various disciplines and skills at different levels from Certificate to Post-Graduate that are taught through 13 academic schools, 5 Support Divisions, 1 media Centre and a robust network of 607 Learner Support and Service Centres across the state, it is the top government university in Tamil Nadu.

The University is one of the 5 among the 15 Open Universities in the country to have been conferred the recognition under section 12B of the University Grants Commission (UGC). It is also one of the very few Universities in the country to have received approval of the UGC for offering all its academic programs through the distance mode.
